I downloaded the skin but all i got was vpk and the textures are not there

Open the vpk, and take the Files and extract them.
Can only be opened with GCFScape.
Just download and there ya go.

Just put the VPK in tf/custom/ :P

I just checked, everything's there in the VPK. Just do as the readme says and put it in /custom/, then restart the game and check your loadout.
