For Kaiser, have him survive and ban pelekists
For Junger, Kaiser has to die, the elections must not happen.
To get one of the Pelekist trio (Hess, Vydunas or Rosenberg)
1) Kaiser has to die
2) Pelekists must not be banned
3) Democratic elections need to happen and victory in elections needs to be won by either SPD or DDP
4) After the elections, it should not take too long for you to see the effects
1. You have to wait for the Lithuanian elections.
2. If you want to remain conservative; pick Stulginskis. If you want to change ideology; pick Grinius.
3. If you picked Grinius, after a very short while there will be an event for a military coup. If you want to remain with Grinius pick "We took an oath", if not, go for the other option.
4. After the coup, you'll have an event about military officers discussing who should take power. There you'll be able to select what path you want to take.
