Instead of looting for the exact ammo in the player's clip, I would have made looting somewhat inspired by Half Life Alyx (without the physical interaction element) that NPCs would only have what could conceivably hold.
I would have the player be able to loot weapons unlike Alyx, like grabbing a USP Match from a dead Overwatch Soldier (because a USP could conceivably be a sidearm for an Overwatch Soldier, even as they exclusively use 2-handed weapons, a mod could be made that uses something like Retail-Like for NPC sidearms), but usually, the only ammo you'd find on dead bodies is based on the weapon THEY were holding, not you. with something like health being a rare find.
