how do i get this mod working
i have it installed on tmodloader butim too dumb to figure out how to put it on a world

Have you Enabled it through the mod manager?
You can get to it in-game and all you have to do is click Enable on the mod.
then try to make a character and you should spawn with a Stellar Disk if the mod works.
