Squirrel NPC will not spawn

I'm post-moon lord in Calamity at this point and I've yet to see Squirrel spawn. I have them turned on in the config. Even tried turning it off to see if it would be different with no luck.

my workaround was to create the squirrel itself
it uses a squirrel and a top hat (drops from groom during blood moon)
