I can't entirely confirm this specific mod is the source of the issue, but it's the only mod I have installed that affects how the angler behaves - by providing infinite daily quests. I got a Hotline fishing rod from the angler despite being pre-hardmode. Wiki says it's only in hardmode after 25 quests, but I haven't gotten the achievement for 25 quests.

It allows fishing in lava before you get the ability to mine hellstone. Can result in a bit of sequence breaking for progression, but not significant. Again, can't confirm solely this mod is responsible but I figured I would drop a report just in case. All the mods I have installed are supposed to be compatible.
