Edit: Nevermind. I found the source of this issue. The Effect Scope of this technology was set to "faction_to_force_own_unseen", making it effectively invisible outside of unit cards. I'll upload a fix this instant. Thanks for bringing it to my attention. I appreciate it.
@Jun Gling I dont understand? It works perfectly fine on my end with a ♥♥♥♥ ton of graphical mods installed. I genuinely couldnt explain where this issue lies aside form outside mod compatibility.
@SlothProtector: It is. Available for all factions as a missile unit. It uses the same category as lothern sea guard.

It appeared after getting Murderous Prowess from the first branch, second tech available after taking Naggaroth. I have yet to research the other branch that adds stuff to Lords and Hearoes.
2. I encountered another possible bug at the end of the Dwarf tech tree. You get an army spell that I have to yet see appear anywhere. I already fought attacking sieges with and without walls, navy battles as an attacker, defending sieges without walls and normal battles as and attacker and defender. The spell was nowhere to be seen.
Perhaps it has something to do with the fact that there is no "(all armies)" clause in the description of that spell.
