Bots are Stuck in a Loop
All are marked only for cleaning. Are stuck continuously hauling penoxycyline in 1 piece increments from one spot to another. Nothing I've tried was able to get them to stop aside from forbidding the penoxycyline.

Giving the bots the drug policy without penoxycyline fixed this issue for me. They're probably trying to take it and are unable.
