The spy is supposed to be the engie's natural predator. If it were to be "intelligent", it would have a different look.

And I'm not sure if you realize this, but every item needs stats. Otherwise, what's the point of a new weapon?

Pros:
-Does not require ammo to be refilled
-Instead of rockets it shoots a laser bolt similiar to the Cow Mangler's
Cons:
-No knockback on lasers, reduced for bullets
-20% more damage vulnerability
-Longer build time
I disagree with OP because having sapper vulnerability just makes it so people HAVE to play spy, which is counter-intuitive to Valve's weapon balancing.
Pros:
-Longer range
-Does not require ammo to be refilled
-Instead of rockets it shoots a laser bolt that goes trought players but with every player penetrated it lose damage.
Cons:
At very long range lose aiming
Laser goes more SLOWLY compared with the normal rockets (like the pompson/cowmangler)
+50% Longer build time
More damage taken by ANY kind of damage(bullets , explosives , fire , sappers... ETC.)
the cowmangler´s effect of shut down sentries goes up from 4 secs to 6 secs
