Add a check if the player manually changed the [R:xxx] to a lower value and treat it like an [X] and sell empty vehicles as long as the lower rate is not reached and stop selling as soon as it's reached.
Just open the line manager and move the slider for how long to wait at the first stop, even if not set to "load until full":
This triggers a recalculation.
Perhaps you could trigger the same routine or call that stock function to get the pre-calculated rate.
Why?
Because the "actual" rate could be totally off as a huge pile of vehicles is waiting in a high congested traffic dilemma which borks the rate calculation.
