Also, regarding this guy's comment;
I had this issue, but the dogs aren't infinite. I think the issue is if you finish the lock-down on a dog round, any leftover zombies will eventually despawn and be added to the total amount of dogs in the round. It's like that bug in Der Eisen' people exploited to get loads of zombies in one round using the zombies that spawn at the rocket pad, but they all respawn as dogs.
I've actually seen this exact issue before in Black Ops 4 on Alpha Omega after doing an EE step on a dog round. There people also thought it was infinite but in reality it just took half an hour or so to end the round. Luckily on this map it was less than ten minutes to get through it.
