nvm just accidentally noclipped through the door and that unlocked it

The door is in the sewers. You can find the sewers by going to the caved in road in the city and going in the pipe. Or alternatively just no clip under the city and you should find it.

Somewhere in the city there is a huge hole (where the road collapsed). There is a pipe in this pit, you can go there.

Try 5483. it's hard to explain where this figure comes from.

put in the door code and look in the console for a nice little suprise
