Pros:

It would be the pre-release Minigun with a health debuff.
I think it should be able to destroy building faster? like 15% damage to buildings? The name kinda fits it. The Shrapnel Shredder. Then again just an idea.
Like:
-%100 Movement Speed while firing (Can move per usual while spinning up) -%50 Max Ammo
+%25 Damage and shot deal damage to enemies and buildings within a small radius.
