Not much. Like, would it have Explosive ammo, it would at least have this.
-50% Ammo
-30% Fire Rate
+20% Damage
-30% Ammo
-30% Fire Rate
+20% Damage
Minicrit every 4 kill
This is what I think about it,

+ 10% Spinnup
- 20% Ammo
- 10% Fire Rate
+ 10% Damage
- extreme loud.

+20% damage while ubercharged (320% if kritzkreig)
+25% ammo
could help stop people from just healing heavies

during the uber yes but if they heal them after/before they are really downputting the heavy , think of it as a punishment for pocketing
+20% dmg
+10% spin up
+10% fire rate

+2% bullet deviation
-15% movement speed while spun up
-20% bullet speed

Could use a little tweaking but I think it's pretty fair. It's a close range, ambush weppon but it's easy to get away from.

Nice idea. Yet the -damage while healed by medics thing is kinda... stupid as I would put it. Then if you were regularly ubercharged, it would still be a downput, because overall, you still lose damage if uber'ed by 10%, BUT, if Valve could make it to where you lose damage when healed, then when uber'ed, that downput is gone until the uber is over, that would be cool. Unless you're using the kritzkrieg which would add more damage than the downput's limit.

I think This weapon has a lot of potentional
Here are my Ideas for stats

Bullets Do splash damage (area abit smaller than a rocket) That does 5dmg Far away, 15dmg a few meters and then 20dmg blank range
Splash damage can hurt you
15% slower firing speed
150 ammo
im licking it
should the misile bounce off something?
