Bug: hellhounds dont spawn on custom maps

I've tried turning off or on every round changing option, however on any map that has dog rounds, they refuse to spawn in. sometimes i get lucky and a few spawn when I am close to the spawn point, but I still haven't been able to get past the first dog round. Please fix this, it soft-locks the game.

Fixed: this only happens if it timed rounds is off on a timed round map
