you can, you just have to do special inputs here is the list of all them.

Super Saiyan 3: Down special + Attack
Super Saiyan God: Down special + jump
Super Saiyan Blue: Down special + Jump + Block
Ultra Instinct: Down special + Block

It is frame perfect when it comes to those, just try to press them almost at the same time but press whatever input you want to use right after down special
