Do you maybe have too many mods in the mod manager? I think it should work otherwise right out of the box. Place the agony.pack file in the data folder is enough.
EDIT:
with "added it to the data file" you mean adding it into the "Total War Saga Troy\data\" folder, right?
Are you having recruitment slots but no resources maybe?
EDIT: I just checked and Hector should have 2x recruitment slots at turn 1 and 1600 food which is enough to recruit one unit. If you beat the initial "tutorial" army, you should usually have enough food for 2 units. If you fight the battle manually, you might even be able to beat the army and settlement in turn 1 and be set for some food until spring.
Hippolita even gets 3x recruitment slots from the start since she owns a settlement on level 3.
If you start a new campaign, what Agony version does it show in the popup?
Also, which mode are you playing in?
I am pretty sure it should be in the /data/ folder and not the in a mod folder, even on EPIC. (I think its the folder for the EPIC "workshop" but manual mods still belong in the data folder)
Maybe try just put it into the data folder and then start a campaign? Not sure why the TW launcher is different but maybe someone on the Total War discord who owns the game on EPIC can help. I am pretty sure people got it to work there cause it got downloaded ~60 times and its the first time I hear of the issue.
