Report a translation problem
1- The new bolsters are exactly 18 source units below the old ones.
2- there isn't really a naming convention, though anything for PHX gauge should have "PHX" in it somewhere and anything for 56" gauge should have some other identifier. I chose "RSG" for "Realistic Standard Gauge."
3- The old bogies still work on old dupes because the axis points haven't changed. So my recommendation is to make the new truck bolsters.
4- The collision mesh still makes the bottom of the wheels rest on the rails, and the top of the bolster is the top of the collision mesh. The new bolster height makes the mesh 18 units shorter.

The coupler works in 1x scale.
6- That's pretty much it, all colorable paint is acrylic unless there's a damned good reason to make it something else, in which case I'd recommend acrylic_metal1. The underframes are typically enamel_black but if you need to use enamel_darkgray go ahead.
7- Acrylic_metal1 is still fine as described in Number 6.
8- Whatever you need to get the job done. I try to work at as close to 1x scale as possible. My well cars for example are still 1x scale. I made the Barber S2 truck at 8x scale out of necessity. Freight cars are all about striking a balance between detail and efficiency since you can expect them to appear in large numbers on a train.
9- I know about the boxcar doors. Trust me, I know. It will get fixed eventually.
If you want to upgrade existing rolling stock to the new trucks, try the "Magnums Truck Upgradinator" E2 in the magspack. Note: update_magspack is no longer up to date, the new syntax is "lets get magspack" then "lets go".
