Like the stats but would be too op.
Maybe:
+Restores to Max health While active health regens (at speed medics does with bonesaw out)
+Regens in 30 seconds
+ refills twice 1.5x as fast in water when submerged in water
+Extinguished fire on scout
+ Right click to throw on ground ( Same effects except only restores half of their health ) (slower regen)
-NO offensive secondary
-More explosive damage taken on user (glass breaking)
Yeah that is much better.
I like the change you did but i was thinking to add another affect to this.
+When submerged in water 1.5x faster regen and changes to salt water (This damages enermy players for 4 damage and lasts 7 seconds)
-Salt Water can't be used on self.
This is just an idea.
With the enemy coated in water, they're vulnerable to Neon Annihilators and the like, Spies cloaking device is treated the same way as if he just jumped out of some water, and maybe screw up vision for a bit.

that would be pretty op
nah, cause even for that time the two hit kill scatergun (at close range) and high movement could let you wipe out an entire team
this would last 10 seconds, tell me how thats possible in 10 seconds.

ten seconds is longer than you think, more so when you can move faster
I guess, but still, it feels a little op. Maybe without the speed boost it might be better?
