Stats
I was thinking something like
+Restores to Max health
+Regens in 30 seconds
+ refills twice as fast in water when submerged in water
+Extinguished fire on scout
+ Right click to throw on ground ( Same effects except only restores half of their health )
-NO offensive secondary

( Regen and fire removal are not actually listed in the weapon description )

+Regens in 30 seconds
+ refills twice 1.5x as fast in water when submerged in water
+Extinguished fire on scout
+ Right click to throw on ground ( Same effects except only restores half of their health ) (slower regen)
-NO offensive secondary
-More explosive damage taken on user (glass breaking)

I like the change you did but i was thinking to add another affect to this.
+When submerged in water 1.5x faster regen and changes to salt water (This damages enermy players for 4 damage and lasts 7 seconds)
-Salt Water can't be used on self.

This is just an idea.

at risk of sounding like an idiot, i think it should be used as a anti-pyro item. ex: After cosumption, player cannot be set of fire for __ sec. can be thrown at team mates to put fires out and at the same time restores a bit of health. with a balancing of like - 15 health and no offensive secondary.

maby this while drinked kan stil use weapon and still gifs u the bonk efekt for 50% of the original time and kost 20% more time to reload or less i dont know

The health regen and fire extinguisher effects seem fitting, but shouldn't it also coat the enemy in water and not heal them just like the Crusaders Crossbow?

With the enemy coated in water, they're vulnerable to Neon Annihilators and the like, Spies cloaking device is treated the same way as if he just jumped out of some water, and maybe screw up vision for a bit.

-50% invurnerability length. thats what makes it balanced.

nah, cause even for that time the two hit kill scatergun (at close range) and high movement could let you wipe out an entire team

I guess, but still, it feels a little op. Maybe without the speed boost it might be better?
