You should be turning on ALS and ARS before driving the train (if you weren't doing that already). When you turn on ARS and put the reverser forward or reverse, it will beep at you, press space to acknowledge it. If you are running the beta version from GitHub, you also need to open the EPK valve (on the floor to your right). After that, you should be able drive in accordance with the speed limits and signals.
