Fourth Reich Stability Capped at 49%
When playing as the Fourth Reich I found it impossible to get to 50% stability in order to complete the focus that requires it. I'm not sure why it wouldn't go any higher and even with the continuous focus giving weekly stability I couldn't get to 50%.
