Sfm is using the beta tf2 model meshes and different materials.
The high res models, the HWM ones, use entirely different LOD's.
This technically is a hockey mask mesh placed over his face, giving the allusion that he has "Paint" on his skin.
And with it not showing up easily on SFM, try to edit the angle, or distance away from the actor.
Its a workshop item, and only obtainable through the video editing and 3d manipulation program "Source Filmmaker". You can't get it in TF2.
That's actually misinformation. This model hasn't been released anywhere other than on the TF2 workshop, which means that the only way people will be able to use this themselves is if it gets into the game. Neither the SFM workshop or any mod sites have this model readily available, so I'm not sure why you're bringing up SFM.
