Stat ideas
Something such as:
+Can control rockets when shot
-60% damage penalty
Just some ideas

+ Can control rocket when shot ( not instantly you have to push a button or something )
+ The radius of the rocket is increase by 15 % ( when control )
+ When you use mouse 1 when you control a rocket, you make it separate in 3 smaller rocket but they are faster than previously.
- max clip size decrease by 2 ( so 2 rocket by clip )
- -30% damage when you control the rocket and 20% less damage against building
- reload time decrease

You can't use the rocket launcher during 5 second when you just control a rocket.
You can't move while controling a rocket.

40% slower firing speed
20% slower rocket speed

+30% damage
Hold mouse1 to fire and then control the rocket. The rocket will loosely curve towards your crosshairs.

Can see targets through walls past (30-50) Meters

- Cannot rocket jump (Rockets deal 1000 damage when trying to rocket jump)

+When rocket get near an enemy it will show the enemy outline for 5 sec
+10% Projectile speed
+10% Damage to building
Cons
-10% Slower reload speed
+20% Damge to self
-5% Firing speed

Nice idea but how about that it wont show enemy spies that are cloaked?

+75% chance to outline enemies for 30s if you get a hit
+20% explosion radius

-35% damage penalty when no enemies are outlined

C'mon people, Valve makes their own stats for this. They don't listen to the community when it comes to making stats for something new.

no radom crits

will crit an enemy if past 100meters[this will be changed just an estimate on the distance]

+Rockets curve towards enemies
+20% faster projectile speed
-15% damage
-10% explosion radius
+Critical rockets home in on enemies
-No random critical hits

something simple.

+can controll rockets when fired ( they follow your crosshair as long as oyu have the launcher out)
+25% blast radious on dierect hit
-30% projectile speed.

Numbers can be tweaked of course
