This is the curated workshop, that means that you have to vote on things and if Valve sees that the community wants it they will add it as an offical part of the game. You can not acsess it right now, however I'm sure there is a way to modify your TF2 to texture some of the cosmetics and one of the rocket launchers to be like this.
