Hohlovo's Police Department is pretty good, big concrete walls, big parking lot which also has an outer dirt area. Good for having cars and farming at while secure in an already small yet loaded town. All it needs is some wood working to make a gate and a few walls to close the gap to make that gate functional. I've used this as a base before, its only downside is how far away Hohlovo is from most other towns - but it tends to be self sufficient. Main downside is no well at said location.
