Stats suggestion
+ Damage dealt to wet players gives 35 hp to user (can overheal)
+ 10% firing speed
+ 20% damage to wet players
- 20% damage penalty
- no random crits

My view of the weapon:

Pros:
33% Longer and Wider Reach
On kill, Next attack is a mini-crit

Cons:
25% Slower Attack Speed
+10% Crit and Mini-Crit vunrability
No Random Critical Hits

I think just a Powerjack for Sniper. Maybe a little more movement speed so he can get out of danger faster.

Maybe it has the gunslinger kinda thing where hits means the 3rd is a crit.

man that would be incredible effective, like what was with the pan ... and -10 percent isn't that much i mean then -90 percent better or -10 percent dmg and -30 percent moving speed, or something like that...

New weap doesn't mean OP weap... -25 percent health isn't that big downside, if you can run as fast as a scout and got crit and mini crit resistance lol... Try to imagine than a sniper which is as fast as a scout and you can1t kill him, because of the resistance, but still got 10 percent dmg bonus WTF man?!?!
