Yes, if you are new to modding and have applied a large mod list for the first time, you will have to wait X amount of time for the game to load, where X = your processor speed vs the amount of modded assets you are instructing the game to register and patch.
Typically this takes 5 - 10 minutes for most users. If you want to really track things open resource monitor and you can watch your RAM load steadily increase as Rimworld boots. It is entirely possible to max your RAM and start using page file (overflow) if you have really large texture and music packs loading, the most I have got to is 31 GB.

Try unsubbing the thing that caused the crash, and whilst you are there clear out any old config files in the appdata config folder. Your mods will generate new ones on load.
