I noticed that the pokemon I catch have varying movesets.

Some pokemon have 12 moves and others have 0 moves.

I also noticed that one of my pokemon evolved and didn't have any new moves added to their arsenal.

Does this mean that pokemon movesets are set in stone? Does this mean that if I catch a pokemon with 0 moves that I need to catch a different pokemon of the same species to get one that has more moves?
