Will you be able to find vaults with the normal crashlanded scenario?

Pawns not spawning in

I start a new game in a vault start i use prepare carefully to get my custom characters in then once i'm finished loading them in and starting it (i started in an open grasslands tile) my pawns haven't spawned at all. i haven't got a clue what is causing this because it worked when i was in a mountainous tile

Prepare Carefully doesn't work with this mod, at least not commonly. It may work accidentally on occasion; however, you have to have random pawns.
