I am using harmony + most vanilla expanded mods + hugslib only. From what I can see in the logs, ancients, pirates, and androids are mentioned in the pawn generation error log. I've also heard from a developer that if a pawn or faction fails to generate it can cascade into everything failing to generate, but I'm no developer. Hope this helps!
