Hey Mr/Ms/Mx Haau I know you said that this is a reskin but...
Behold... some stats

On hit: deals bleed damage for 15
+ can return to the player if missed
+ can hit enemies on the return trip
+ lighter projectile
- can't return if it hits a player or the map geometry
- 25% longer recharged
- No random crits

With today's update it's no longer mainly a Reskin.

the Original version was designed to be a Reskin at the time. but the remake was made to be either a Reskin or a new weapon.

the return on miss mechanic is a really cool idea, I like that a lot.
I'd reduce the bleed time to be in line with the other Scout bleed weapons though.

i feel like it needs a little more?

how about we buff the cleaver, so it goes a little faster than the wrathful wreath.
make the wrathful wreath slower than the cleaver BUT it can return if you miss.

Just a suggestion, please tell me what you think.

I mean depending on how you look at this, both options make sense, for example I think the wrathful wreath would be able to go much further since it's lighter than the cleaver which would allow the scout to snipe people from across the map but doesn't deal as much damage when compared with the cleaver

in summary:
Cleaver= slightly faster and does more damage but range is quite ♥♥♥♥ thrown normally
Wreath= slightly slower and deals less damage but can challenge snipers in sniper duels
