I have a fusion fuel processor and a fusion fuel tank. the fuel processor contains 5370 fuel. i have ships landing and there is a terminal directly touching the landing pad and everything is powered. Despite all this no visitors are buying fuel :/
i dont have any other mod that would introduce piping.
also where should i put this in the load order?

I noticed that the spaceports now have a roof above them but whatever
