I managed to bring that Snow Cat all the way to a workshop and saved it as a new creation.

This one ended up being significantly different/outdated from the one you've (dev) got in your environment mod.

The workshop mod that you've listed and the Snow Cat included in this environment pack are not the same in-world. Spawn the two and look at them together.

Also, this has definitely been updated since, look at the picture, there is no longer any vehicles in the ‘last picture’

The one without the shovel, rear hatch, and rooftop logic is from the workshop gav Snow Cat.
