Ok so I'm pretty sure the "there's nothing in the water" is a "Red Herring" (that is to say, a fake clue), and here's why I think so:

First, I used commands to turn off water-fog, which didn't reveal much. All I found were the boat-parts-with-a-skeleton-under-them and the stone circle.

Next, I started dragging the map's various physics objects over to the circle, but nothing happened; I spawned an NPC and killed it in the middle of the circle, but again, nothing happened. I even drove the provided airboat into the middle, but yet again, nothing.

However, this is a fairly large map, and I am but one person; there is probably something that I haven't noticed, and I invite people to build on my research.

Ok wait also, I noticed something weird in the skybox, and it turns out that it's the chimney of a factory, clipping up through the skybox's ground.
