Report a translation problem
One of two things is happening:
1. Mad Cow's scope base uses it's own scope, and it's not included in the addon
2. Mad Cow's scope base uses CSS's scope texture and that's missing.
I'm not having this problem even if I have the origional Mad Cow's base uninstalled.
Try verifying cache on CSS and GMOD, running CSS, those types of fixes and see if that gets fixed. If not then I'll look into seeing if Mad Cows Weapons uses it's own scope textures.

EDIT: Also, the scope texture is missing here as well. I do have CS:S installed, so...?

Does it matter that these things work for me (except for the scope bit), but not if armed for NPCs?
I'm looking into the scope part.
The weapons aren't exactly NPC friendly so I wouldn't expect those to work. Maybe in the future I might make seperate weapons that work for NPCs but as for now no.
