Stuck on marriage quest.

So, I have gotten to where Sofia says she will prep for the wedding and she vanishes. The priest has the quest icon above his head but is locked in place behind the temple of Mara. It says he is busy. He is standing by the back wall just right to the thieves guild entrance.

Wait a few hours and go to the priest again. If Sophia stands near to him the wedding ceremony starts.

I have the same exact problem and can't find any way to fix it. I've waited over a month in game time for her to show up and she hasn't.
