Cant synthesize serum

For some reason whenever I try to synthesize serum it wont let me. It will show something not highlighted (most often rare blood) even when I have it in my main inventory. Initially I thought I needed some other equipment but I have all of the equipment right next to me so I don't know what the issue is>
