I went thought all the mods and turned them off and only had this and CCSE mod on and this was causing issues. This only happened after buying the upgrade Starter Kit, had even tried it before buying it and was able to reincarnate. Once having bought Starter Kit and having this mod active, when trying to reincarnate was stuck in a black screen but can mouse around and see info on buildings but couldnt do anything else other then turn off the game. When having the other mods on except this one, reincarnate worked as attended.
