Commandments Fix
Thank you very much for this, it works fine for me, but there is a single issue that isn't really 'balance' as much as it is something I'm sure you simply missed.

The commandments are modified based on fervor, but some of SFO's base commandment effects are only active on the first tier.

Examples are the State Troop Levy which by default in SFO gives Upkeep -2% for numerous troops, campaign movement +5% and local recruitment +1, but with fervor it changes to discounted unit costs for recruitment and local recruitment cap.

Presumably it'd be better to make it so that it scales upward in effective recruitment capacity, but not cost reduction (Leaving the campaign movement and upkeep at +5% and -2% respectively i.e untouched for each level)

Imperial taxation goes from public order -2 and Tax rate +10% to just +7% at level 2 fervor, then 9, then 12 and then 15, what I'd do is make it so that it remains 10% with -2 public order at level 1, then goes to 10% and public order -1, then 10% with no public order penalty at 3, then at 4 go up to 12% and finally 15% This way it scales the same, but has the SFO mechanics, and makes sense, only a very fervent pop will pay higher taxes without complaint etc.

Council of Burgmeisters by default gives 30 growth, +3% income from tarifs, and +3% tradeable resources.

In this mod it drops down to +25 and trade income goes up to 7% at rank 2, which is fine, but it's a downgrade in growth and loses the resource bonus, so if it instead went growth 30, income and resources +4%, at 2, then up 1% per level and growth went up to +5 per level for a final total of +7% to tariff's and resources, and 40 growth, it'd be a nice final tier that fits SFO's intended edict effect.

Sigmarite dogma has +15% hero success chance for characters in own province, just slap that onto all 5 levels and it's fine, maybe make it go up by 1% each level (so 16,17,18,19,20 for a flat increase if desired.

Finally Festag grants public order +4 and tax rate +2 by default, but in this mod it gains +1 public order but no tax rate at all at levels 2+ so I'd change it to Public order +5, tax rate +3% at 2, then go up by 1 on both so that by five it's public order +8 tax plus 6%.

TLDR the provincial commandments aren't correct for SFO and I made suggestions on how to fix that, thank you Flamboyant for the compatibility mod in the first place.
