think of some stats

can shoot relly far (its a laser gun)
has unlimited ammo ( its a laser gun)
has rapid fire (like the pistol on scout)
35% faster reaload speed

diadvantage:
has 4 shots in the chamber
jams i water
25% less damage
shots 1 bullet pr shot (not like scattergun)

how about it shoots a beam (in the shape of a circle) that dissipates over distance? kind of like a non-random scatter gun and also more accurate.

+ Blast Radius that diminishes over distance
+ Does not consume ammo
- +100% damage falloff rate over distance

Miscellaneous:

Fires same projectile as the Manmelter.
Fires at the same rate as the Manmelter.

-uses no ammo
-no bullet spreadd (it fires a strait laser)
-25% slower firing a reload speed

Valve would never add it if it were meant to be a primary. Its like why they removed the beta nailgun, you couldnt aim for the life of you

How about...urm...

+Marginally faster fire rate
+No reload
-slight inaccuarcy
-10% damage

If holding down +attack/M1 for too long, the weapon overheats and fizzles out and it is disabled for a set amount of time. 5-10 seconds?
And of course it cools down when not actively firing.

Assuming the stats are based off of the shortstop, I'd say...
-20% firing speed
-60% damage to buildings
Projectile cannot be deflected
Mini-crits wet players
Does not require ammo

I must say, with these stats this is a weapon I'd definitely use for Scout, combining it with the Mad Milk. Heavy, your sandvich can't save you today.

How about something like this:

+15% damage
No ammo required.
No reload required.
Fires beams similar to the Righteous Bison, but travels faster.
-10% firing speed
Builds heat by 20% per shot, loses heat by 10% per second when not shooting. If weapon overheats, the user is set on fire and the weapon is disabled for 10 seconds.
