i dont know if asking this will consider me a noob but,may i ask why cant we get it?

if its published, you can get it.

it's a workshop, the place where community create maps , items and stuff like that and publish them. if item or map has a lot of great rates, valve maybe will add it in game.

For the people who don't how to get it... You can't. Unless the dev team behind CS:GO or Valve accept the skin in their next update. Basically people here in the CS:GO Workshop share their work in order for the dev team or Valve accept their work to be used in the game. Just because the skin is in Workshop and it looks in the screenshots that he's using it in-game doesn't mean you can get it. Why? Simply put, Valve can't add THOUSANDS of skins from the community while out of those THOUSANDS of skins only HUNDREDS have what's needed to be accepted. Really if you're not gonna help the people who are new, who do not understand how these systems work, then don't bother in replying "r u trollin/stahp trollin/lol idiot doesnt know", seriously you're not being funny nor helping anybody.
