I also deactivated every DLC except the ones listed as "needed".

Steps to Reproduce:
1. Install this mod only
2. Start the Game
3. Disable all DLC's that are not needed
4. Start a new Game (custom or quick play)

Hm strange it worked on my develoment computer. However, I will look into this on another computer and try to fix this ASAP.
Description: Adding strategies for non-existing leaders when DLCs are disabled caused DB error when loading. Removed those strategies for now. Will be added again when optional DLC compatible version is released.

-Not a bug per se, but the production cost to abandon a city seems insane, especially considering that it's usually the ♥♥♥♥ cities that you'd want to abandon.

I've noticed that the Seaport Extension grants 21 food to trade routes when Liang is established. Is that intended? It seems like an obscene number.

I suspect Governors Nationwide to be responsible for the crash. Can you please verify?
Maybe another mod that alters governor promotions may cause this issue.
Note: There are tons of errors related to all kinds of mods and unrelated to this mod. Hope your game is still stable? :o
When I remove Governors Nationwide, the problem still occurs.
I am doing stress testing for this mod. In fact, many of the things I have added are building and policy mods.
I will do tests this weekend. The log does not show any explicit error in one of this mods files. However the validity check fails because governor promotions are missing that this mod relies on. That's why it likely relates to some mod altering governors.
We will find fix these issues! :)
