Virus-species/galactic plague, unable to infect anyone
When I'm in the espionage tab I have an option to infect an empire, but it says I can't do it because it 'requires at least one virus strain to be selected'. What exactly am I supposed to do?

Hello!

Please always read the tooltips and events / origin description. Your capital has special decisions to adjust your virus strains, they decide the result of the infections :)
