Nomads Megacorp?
So, does it make sense like a trading clan? Can savages without planets install branch offices? Can savages even do commercial?Are diplomats effective like that?

Not possible because there are limits for non-normal countries.
It is not feasible for me to change all that because its bad for compatibility and further maintenance :S

Savages without planets can be a Criminal Heritage megacorp. It's pretty fun and criminal branch offices synergize well with their ability to go anywhere.

you can make it work, at least i could, but its not easy. its like 1/100 chance to make it work and a lot of effort. you could force it by using the yesman console command but i havent tested its effectiveness.

i recommend the fleet transfer mod and a mercenary megacorp mod or the P.M.C mod. that way you can move fleets into empires you want to sell/lend to (haven't properly tested this myself) and there's a chance that neighbouring empires will hire you when they go to war, provided you have a large enough fleet ready (not sure about if you NEED a large fleet or not, but without a commercial pact or jump drives you DO need to be Neighbour.)
