How do I use Cornucopia Beacon?

Ahh, that is from the mod I'm maintaining (Expanded Stellaris Ascension Perks), when you select Settlers of the Galaxy AP, you are allowed to use the edict, colonize any planet as usual while the edict is active and done. You'll get the cornucopia beacon in the planet after colonization is finished.
