theory
I think the man on the radio is being held captive by the cannibal that the guy on radio is forced to sing about. The weird noises at the end could be recording of the cannibals victims screams.
It is clear that the guy on radio is Cioss, because Cioss is french it would make sense that the cannibal that eats french men would come for Cioss.
Also the "You better start running" lyric could be a warning.

TLDR: Cioss/the guy on the radio is being held captive by a french eating cannibal.
