Puppet AI tends to choose the independence focus tree too often. I think you should rebalance AI (like differentiating possibliity of AI choosing the independence focus tree according to power gap between the puppet and the overlord or its opinion towards the overlord) or revise the focus tree (like gaining some daily autonomy for a couple of years, not gaining independence suddenly)

Also, How about making AI pick industrial focuses first? It's miserable to see AI pick military focuses for some years when they have no factory.

I agree with this. I have played a few games and the AI decides to choose Independence damn near every time. I find it easier to just keep the land than the puppet

You should add ability to hire foreign design companies, similar to Baltic, Greece and Bulgaria can do after completing a focus.
