I think this is more "balance" :

+40% Damage (because +60% is too powerful (for me))
-10 health
-25% clip size

+50% Damage
-5.4 health
unlimited ammo

How about this:

+ 75% Projectile Speed
+ 25% Damage
+ 25% More Ammo
- 25 Health
No Random Crits
Marked For Death When Active And 15 Seconds After Active

If these stats were added, it would make you a hell of a lot more powerful sniper, but an easy kill for anyone who sees you.

I feel like the projectile speed is too much. Put it at about 25% or 30%.

I have to agree. That's why I said "put the projectile speed at 20% to 30%." As for the damage...

Maybe tone it down to 10% to 15%?

Weapon Stats

25% more damage
10% faster projectile speed
50% slower rechamber arrow rate
40% less primary weapon ammo
No random crits

This way the gun does a default of 62-63 damage at a normal bodyshot.
The faster projectile speed is compared to the huntsman making just a bit faster kinda like how a crossbow should be.
The rechamber rate is because in a normal crossbow would be much slower than a bow and arrow or default sniper.
And the less ammo because it's somewhat similar to the huntsman's ammo capacity, more specifically it will have 15 arrows

+%50 increase in ammo capacity -%25 damage. Sounds good but if you take away the damage I'll still be using the Fortified Compound instead.

Movement speed isn't something that should really be retracted in a sniper rifle. You have the ammo correct, but the 10%, damage to the head is almost pointless. Saying that snipers already crit with headshots.

Alright from what you guys have been saying, there should be no damage pro or con.
Projectile speed should get a bonus.
Some ammo should be taken away.

Maybe the focus would be to charge the speed of the arrow?

Pros:
On hit: 7 secs bleeding
Shooting doesnt make any sound (or maybe in a really close area)
Cons:
-25 damage on crits (headshots, body shots are still about 50-60 damage)
takes 2 secs to reload
-50% less ammo
No random crits

Not sure if it should have projectiles or sniper bulletss
This means it will One-shot Pyro and demo's but over time
A headshot (125 damage) and then 7 secs bleeding is in total 181 damage
Maybe the bodyshot damage also should be lowerd, not sure.
But other then that I think this is balanced

What i think of it:
+10% Damage
-50% reload speed
+20% projectile speed
-15 HP
-5% speed penality.

I see all this +10% damge and blah blah, But what are you basing a stat less item with currently 0 damage ect on exactly?

I can think the huntsman or the reg Sniper rifle. This is a crossbow should have its own stat base.

Damage : Min Range : 40
Max Range : 85
Ammo Type : Bolts
Clip Size : 5
Ammo :20
Rate of fire : 10% faster than Huntsman
Reload : 15% slower than Machin Gun
Projectile speed : Same as Huntsman
Bolt Drop : 10% less than huntsman (IE : Bolt weighs less than an Arrow its only half the size)

Special Features
On Hit : Slows enemy 10% (IE : Hurts running with a bolt in your leg)
No random Crits/Mini Crits,
Crits on Headshot
No Charge on Scope for bonus damage.
On Kill : Can Pin enemy against surfaces.
