If these stats were added, it would make you a hell of a lot more powerful sniper, but an easy kill for anyone who sees you.
I feel like the projectile speed is too much. Put it at about 25% or 30%.
I have to agree. That's why I said "put the projectile speed at 20% to 30%." As for the damage...
Maybe tone it down to 10% to 15%?

This way the gun does a default of 62-63 damage at a normal bodyshot.
The faster projectile speed is compared to the huntsman making just a bit faster kinda like how a crossbow should be.
The rechamber rate is because in a normal crossbow would be much slower than a bow and arrow or default sniper.
And the less ammo because it's somewhat similar to the huntsman's ammo capacity, more specifically it will have 15 arrows
Projectile speed should get a bonus.
Some ammo should be taken away.
Maybe the focus would be to charge the speed of the arrow?
On hit: 7 secs bleeding
Shooting doesnt make any sound (or maybe in a really close area)
Cons:
-25 damage on crits (headshots, body shots are still about 50-60 damage)
takes 2 secs to reload
-50% less ammo
No random crits
Not sure if it should have projectiles or sniper bulletss
This means it will One-shot Pyro and demo's but over time
A headshot (125 damage) and then 7 secs bleeding is in total 181 damage
Maybe the bodyshot damage also should be lowerd, not sure.
But other then that I think this is balanced

I can think the huntsman or the reg Sniper rifle. This is a crossbow should have its own stat base.

Rate of fire : 10% faster than Huntsman
Reload : 15% slower than Machin Gun
Projectile speed : Same as Huntsman
Bolt Drop : 10% less than huntsman (IE : Bolt weighs less than an Arrow its only half the size)
Special Features
On Hit : Slows enemy 10% (IE : Hurts running with a bolt in your leg)
No random Crits/Mini Crits,
Crits on Headshot
No Charge on Scope for bonus damage.
On Kill : Can Pin enemy against surfaces.
