Conflict with Tactical Weapons.
If enabled with Tactical Weapons by SS232, this pops up in the console.txt:

If whatever mod you're using is screwing up the game's ProceduralDistributions, they need to fix their code to not do that, because that's not acceptable.

Nothing for me to do here, take it to them.
