I'm really confused, been pretty much in gm_construct_13_beta all day trying to replicate https://youtu.be/B438WcBpnJk this guy but I haven't gotten much of anything.

I did what someone else mentioned and now that I've done this command:
lua_run GM13.devMode = true

The chat just keeps saying:
Searching for the best server...
All servers are down. Disabling event...

It's possible those logs were from the other command I was running that would supposedly force a mingebag event but it seemed like there were more recent ones.
